Good day sir/mam!

is the attachment of CPR's in the 1st envelope still a requisite in the bidding of medicines/medical/lab/xray supplies or it should be presented by the winning bidder in the post qualification period? a supplier was disqualified because he did not include the cpr's while other suppliers have attachments in their bid proposals.
